“Jack, what’s happened to her?”

Gwen could see Jack trying to hold his emotions in check, which meant whatever she thought he might be feeling, it was far worse. He might share it with her later, in private, but right now they were representing Torchwood, and that meant stiff upper lip in the face of UNIT, the US envoy, and the wreck of a woman who had once been First Lady of the United Kingdom.

“Interrogation, incarceration, being married to a madman. God knows what else. But we’re going to take care of her now.”

Jack made it clear that the rehabilitation was Gwen’s job. He was relying on Gwen’s humanity and kindness to repair something that had been broken, something he couldn’t bear to look at himself.

What Jack had forgotten was Gwen’s own weakness. Lucy’s pale skin and empty eyes made her nearly irresistible. Gwen brought food and tried to offer healing, even though she barely understood the trauma involved, but Lucy whispered in Gwen’s ear and told her that solace wouldn’t come from sweets and a cuddly toy. She needed Gwen, all of her, more than she’d given Jack, Rhys or anyone else. The same things her Master had taken from her.

By the time Jack showed up to rescue her it was far too late; she was completely in love with Lucy and nearly as lost.
